mattf 7e0a0368cb altered Manager sending scripts for smaller resource footprint 
- AST_send_action_child gets all inputs from CLI ARGS, no DB or conf file
- AST_manager_send will launch child process with many encoded fields

mattf e7b7bff1bb updated AST_manager_send to not need ADMIN_keepalive_send_listen.at script 
updated keepalive send-listen script to be able to kill extra listen processes
fixed keepalive send-listen double-checking
