mattf b7aadbfcc8 Added audio_store_GSM_allowed vicidial/options.php setting. Disabled GSM file uploads to the Audio Store by default. 
Disabled the PLAY link in the Audio Store for BAD FORMAT WAV files.
Added User setting to allow download of bad format WAV files.

mattf 4db3b9ff1e Added User Location to the Modify User page. Also added Queue Groups Admin pages, allowing you to define multiple campaigns and/or in-groups in a single Queue Group to be used in some reports.

mattf 888a13abfc Added 24-Hour Called Count Limit campaign feature, allows you to limit the number of calls to be placed to a phone number or lead in a 24-hour time period. Also allows for state-based override settings. For more information, read the CALL_COUNT_LIMITS.txt doc.
